Dear Minister Rahikkala --

Now comes Hurmu, through its Councillor for the Nations, Daniel Llai, the former Arviður úr Ansinum, requesting the Ministry of the Interior a forum for Hurmu on the boards of Shireroth.

Moderators would be Santelraan Rottsaa, I think, as "Valdi" and me, Daniel Llai, as "Councillor".

Thaaaat's... not exactly in the 360x42 format. Well, then again neither is Straylight's banner (though I have no idea why I screwed up and made it a different size than the rest), but at least it's close enough that you don't immediately see the difference. But anyway you'll have to give me something a bit more... squished, to get it on the forum :p
