Finding new citizens for the hobby is the main issue that my *CENSORED* wants to confront, since I believe it's too large of an issue to be handled by any one nation, and if we don't work together there will be all sorts of nasty competition that would threaten to undermine the whole effort.

Also agreeable. As for 'passive warefare', not to sure about that. You might just be being a bit paranoid on that one Oh, I'm probably paranoid. Combine the two. Make the pool only availble to loyal, active citizens, but remove the one-citizenship only requirement. I think, based on some of your statements to me during the "Harvey Rebellion" on your general view of micronations, I know which option you prefer. So the only question for me is if I want to encourage or discourage it.
