Yar. It's one of those annoying phpBB infelicities - having a distinction between user permissions and moderator permissions in the first place is sort of silly, but since they decided to have one, for some reason they went with having stickyposting in user permissions.

Seems to be something going on in ImageMagick internals. I switched the wiki to use GD instead for thumbnail generation.
